Digitalization of scientific project management in public administration system: implementation of computer methods and e-governance tools

Abstract

This article explores the current problem of digitalization of scientific project management in modern system of public administration through the implementation of computer methods and e-governance tools. It is substantiated that technological architecture of public management of science requires a transition from discrete bureaucratic procedures to continuous intelligent data analysis. Main focus is on the automation of expert and monitoring processes based on natural language processing (NLP) and graph theory methods. In particular, a mechanism for semantic analysis of researchers' scientometric profiles for the objective selection of reviewers is disclosed, which allows eliminating corruption risks and subjectivity. Advantages of using dynamic monitoring of research implementation through modeling of directed acyclic graphs (DAG), which provides real-time monitoring of schedule compliance, are outlined. Particular emphasis is placed on the importance of integrating information systems at different levels to create a unified digital space for stakeholder interaction. Comprehensive system of indicators is proposed for assessing the economic effectiveness of digital transformation, which includes indicators of operational profitability, time optimization ("Time-to-Market" for scientific knowledge), and quality of intellectual capital. Scientific novelty of this work is the development of a mathematical model of integrated economic efficiency index (), which allows to formalize and verify the effectiveness of IT solution implementation by comparing actual indicators with baseline standards. Practical importance of this study is in formation of applied recommendations for implementation of intelligent dashboards in activities of public authorities for the prompt redistribution of resources in favor of the most promising scientific areas. It has been proven that synergy of automated administration methods and transparent monitoring is a key factor in accelerating the innovation cycle and strengthening scientific and technological potential of the state in context of building a digital society. Implementation of such tools contributes to increasing the level of society's trust in government institutions through the openness and accountability of science funding processes.
